Estonia’s experience in leveraging digital identity systems and data interoperability will serve as a case example. Discussions will include data governance models that ensure both security and accessibility, including open data practices.

Cybersecurity and Resilience

The summit will address the application of AI in strengthening cybersecurity frameworks, focusing on its role in both detecting and defending against digital threats. Emphasis will be placed on improving situational awareness, using AI-driven data analysis, and enhancing cyber incident response capabilities.

Digital Democracies and Online Security

Another central theme will be safeguarding democratic values in digital environments. Participants will explore how digital tools can protect freedom of speech, support election integrity, and create resilient digital public spheres. AI in Education and the AI Leap Initiative

Estonia’s AI Leap initiative will be featured prominently. Announced in February 2025 and launched into schools on September 1, 2025, the program is introducing AI-powered educational tools to over 20,000 students and 3,000 teachers in general secondary education. An additional 38,000 students and 2,000 teachers in vocational education and new high school cohorts are expected to join by September 2026.

The initiative builds on Estonia’s longstanding commitment to digital innovation, continuing the legacy of the Tiger Leap (Tiigrihüpe) program of the 1990s. That earlier effort brought the internet and computers to classrooms, laying the groundwork for Estonia’s emergence as a digitally advanced society.

Concurrent International Engagements

The Tallinn Digital Summit 2025 will coincide with the Arraiolos Group meeting, which will be hosted by the President of Estonia. The Arraiolos Group brings together presidents of parliamentary republics in Europe. Additionally, the Ministerial Meeting of the Freedom Online Coalition will be held during the summit. Estonia currently chairs the 42-member Coalition for 2025.

These overlapping gatherings are expected to provide additional forums for advancing aligned strategies on digital rights, governance, and secure information ecosystems.
