Unlike simplistic birthday checkboxes that teenagers circumvent in seconds, this new approach examines profile information, analyzes posted video content, and evaluates behavioral signals to assess whether an account holder might be younger than claimed. Flagged accounts are routed to specialist human moderators rather than being automatically deleted, a nuance designed to prevent wrongful removals while addressing regulators’ mounting frustration with ineffective age-gating. TikTok has not disclosed detailed information about the underlying model architecture or training data, leaving external observers to assess the system primarily through its stated inputs, safeguards, and enforcement outcomes.

This development arrives at a precarious moment for social media platforms operating in Europe. Proactive engagement with supervisory authorities, while not guaranteeing approval, demonstrates good faith and may reduce enforcement severity if problems emerge.

What Comes Next

The European Parliament backed a non-binding resolution in November 2025 calling for a default minimum social media age of 16 across the bloc, potentially requiring parental consent for users aged 13-15. Should this become binding legislation, platforms would face even more stringent obligations than TikTok’s current 13-year threshold, with corresponding increases in verification rigor and compliance complexity.
